About Robert

Robert S. Budd has dedicated his career to advancing inclusion, strengthening disability services, and creating opportunities for individuals of all abilities. As the Chief Executive Officer of Family Residences and Essential Enterprises, Inc. (FREE) since 2008, he has led the organization’s growth from a small provider to a network that serves over 35,000 individuals annually, expanding community living, employment, and clinical services while ensuring person-centered supports remain at the core of the organization’s mission.

Robert is a recognized innovator in the disability services field, championing collaborative partnerships and network models that help smaller organizations achieve stability, efficiency, and greater impact. His leadership extends beyond FREE—he is an influential voice in policy, advocacy, and workforce development, serving on multiple boards and mentoring future leaders in the field. His dedication to equity, access, and self-determination drives his work to create stronger, more inclusive communities.

Robert is also a certified facilitator with the American Management Association (A.M.A.) and Covey Leadership and dedicates time to consulting, public speaking, and mentoring professionals in the field. His leadership has earned him multiple awards for innovation and advocacy, and he continues to work toward a future where every person has access to meaningful opportunities, support, and independence.
